Simplified Bid

Follow the instructions as outlined in Bulletin 3.5 VIII (A).


Draft a Procurement Statement of Work (SOW). An Attachment C is not part of your bid documents in this case because the vendor has already signed one as part of the retainer contract with BGS.

Standard Bid

Draft a Request for Proposal (RFP) and populate the State of Vermont Bidder Response Form.  

The Bidder Response Form is new in 2017. It is a standard format created for vendors to fill out and submit when responding to an RFP for the procurement of a software solution.  It includes predefined questions and non-functional requirements applicable to all software solution procurements. You prepare this document for posting with your RFP by adding your specific solution requirements, along with any additional questions you want bidders to respond to.

Important:  Ensure you are using the most current forms. Always download the latest RFP template, State of Vermont Bidder Response Form, and other procurement Attachments from the BGS Office of Purchasing and Contracting website at: http://bgs.vermont.gov/purchasing-contracting/forms.
